Usually, if you're smart about it and have something to express/contribute than it's fine ^^

bumping is fine here in some places, just have to be careful where and what you bump. generally speaking though, bumping in otaku culture is fine
Essentially, on osu! in general nobody really gives a shit about necros unless your post is crap.
