You don't seem to looking in the right folder.
The logs folder should be in your osu! folder.

If you run the installer, the log should be generated.
I'm not sure it's possible for it to not be there, unless it's trying to install to a different location (It should say where when the installer starts)

When I run the installer it says C:\Users\User\AppData\Local\osu!

In that case, there should be a logs folder, with the log in it...
Can I see a screenshot of what the osu! folder looks like?

We can't see local files hosted on your computer... You need to upload them to an image host like Imgur first, and then share the link.

I believe so inside it there's a document called "pl" with lots of coding

well that's the polish localization file.

Not that it matters, it probably shouldn't. But maybe try deleting the osu! folder and then running the installer again.

But if you aren't getting an update.log file... I'm not sure how to help. It's necessary to see what's going wrong.
I've never heard of one not generating, so this would be a first if me/you is not being silly.

Could also try restarting your computer.

To be clear by osu! Folder you mean the localisation?
Dntm8kmeeatu
I mean the whole osu! folder.
The folder named osu! that you should be in from that screenshot.
