well, without looking at the map, it doesnt meet RC:
idk the quality of the diff, but the difficulty spread isnt complete.
also the mapper has to push it to rank, stuff doesnt just get ranked

quality =/= it should be ranked. There are lots of factors that hold the map from being ranked, including mapper's intention/motivation, RC restriction, etc.
Making a map ranked isn't easy. Please don't beg a map to be ranked because most of the time it won't.
