Confused with the loved rules.

When I read the rules about being nominated for loved maps, I read a part that said "You must have at least 30 favorites to apply." After reading it, I am not sure if you need to favorite 30 maps or 30 favorite osu users. Can someone help me and tell me what it means please? Thanks.

Also if this form is not suppose to be in here, then sorry, I haven't used the forms before.

this:

it counts every player who favorites your map
