Let's see if some game files are corrupted...

Could you copy osume.exe to an empty folder in your PC? Any empty folder is fine.
Run the file: it should redownload the entire game in this folder.
When it is finished, download a .osz file (try with IE or another browser this time, you never know) and put it in the new Songs folder.
Run the new osu!.exe and tell us if it imported the beatmap without errors.

(you might disable your antivirus during the entire process for maximum chance of success)

...Whoa. So the problem isn't coming from osu!? My guess is that your Windows or some software plays a role in that issue, but I can't put my finger on it.

Err... Could you share a list of all the softwares you installed on your PC? Hopefully, we might have a clue on what's happening there.

It may be the one problem than can I say below

1. you downloaded it then instantly ended that's why an error

Out of curiosity, do maps import correctly if you move the .osz into Songs, then press F5 at song select to let osu! process them?

Probably not because he can manually extract and import them correctly.

You don't use Cheat Engine for osu!, do you? If you have ever used it, osu! might somewhat block itself and cause the problem.

And yeah, you should do some cleaning in your PC. BrowserProtect, Complitly (and maybe "DVD Software"? Never heard of that one), I am not sure you wanted these programs. Not sure how these could block osu!, but install Ad-Aware and perform a cleaning up, just in case. It might help.

Does osu! have complete control over its subfolders? If you haven't, select "Force Folder Permissions". It was the first thing that came to mind for me.

fixed everything there is with ad-aware [it didn't manage to delete browserprotect using ad-aware though, I had to use AdwCleaner for it]
i've used cheat engine [once! not innocent tho : ( ] on a different PC and a different account so i don't think that's the cause
folder, subfolders and files are all set to "full control"

Try to run osu! on a different user. an even been idea would be to create an entirely separate installation of osu1 with its own song folder on a different osu! account. See if it works.

this puush leads me to think you are/was running a low privileges (non admin) user account as there is no user name for SYSTEM processes

That's because he probably didn't click on the "Show processes from all users" button just below the list.

Problem fixed. The previous installation had corrupted files [I switched to it and encountered the error, but it's fine on the fresh installation (same account for both)]

Good for you then. I still don't understand how this is possible since you somewhat did a fresh installation before by downloading osu! in an empty folder with osume.exe, but oh well...
