I'm not even sure if this is rankable on osu! standards since it's not particularly sight-readable. Stuff like 00:26:600 (26600|3) - changes speed from 0.1x to 1.0x, ten times the speed within the same slider!
Speed changes can be cool, but I think it's virtually unreadable in this instance. Maps like uni at least give the player some time to react when speed changes.
Talk with me on osu! some time and we can discuss this sort of thing.

If the speed change occured during mess of notes, it's definitely unreadable. But it's on the same holds and fit the music, i think it's ok.

A lot of people are supporting the speed changes, so let's mod this for rank.

[General]
Add 'Renard' to tags.
Add 'Lapfox' to tags.

EZ and NM are all good to go.

[Saka's HD]
01:01:743 (61743|6,61743|4) - Move these to 01:01:636 - ? Seems like it'd fit with the melody and the other parts.
01:05:171 (65171|0,65171|2) - Move these to 01:05:064 - ? Same reason as above.
02:19:743 - It might make the stream smoother if the 140 bpm jackhammers were avoided. It's fine as it is, just really hard.
02:27:457 (147457|0,147457|2) - Move these to 02:27:350 - ? Fits the melody I think.
02:30:886 (150886|6,150886|4) - Move these to 02:30:778 - ? Same reason as above.
