Try getting the latest installer from here home/download (do not reinstall) and then install on top of your current osu! install location and see if that works.

already tried but the error keeps showing up

Do u have any anti virus? it may be blocking osu from running try making an execpion in your anti virus for osu! or try turning it off and run osu! and see if it runs.

Also try doing this

Open control panel go to system and security and then system
Then click on advanced system settings and then follow the images

After that try running osu! again
