It would be nice if, when mappers have the craving of making beat maps, but they dont know what they want to create, they could easily go to this category and since see what beatmaps the people of osu would like. ^~^

In the end it just doesn't work, even with a cap it would get out of control too fast with no one actually doing any of the requests. If anyone really wants something mapped the wiki/FAQ are great places to start to learn how to use the editor.
