On some maps the slider still uses drum sounds even though a big handful of the other maps are just silent or using really quiet sounds.

You can't. If you can hear it in some maps while can't hear anything in others then most likely it's custom hitsounds in the map itself.
You can check if your skin has the sliderslide.wav (or .ogg) that has the complete silent sound (recommend using this 44-byte sound provided by the official website for proper function) and then just make sure the "Ignore all beatmap skins" in Options is enabled.
