how to write RGBa in skin.ini? is osu supported of RGBa?

skin.ini only support RGB without alpha value.

See colours section at help/wiki/Skinning/skin.ini

To be fair, you can just apply alpha to most of the elements directly, there isnt really any need for RGBa
