Fuck this bug. Seriously.
Did some playing around in edit mode, and found some causes. Basically what this does is makes your mouse wheel completely unresponsive until you restart osu. Some things that cause this are:
Design panel -> Insert Background
Sprite Library -> Browse
K.. seems to be a pattern. I'm guessing anything that allows you to browse computer folders locking the mouse, but I'm pretty sure theres more that causes it. /me searches
Design Panel -> Set background color. This does it as well.
Changing combo custom colors does not cause this. Nor does changing background color via song settings.
