Not really a problem (I don't think) so much as a curiosity thing, but why do the vsync options not work for me? By not work I mean they're close, but here's some things that happen:

Fullscreen 1080p
60fps vsync = 140fps
60fps low latency = ~80fps
120fps = 140fps
unlimited = roflcopter 4k+

Nonfullscreen 1080p (and most other sizes)
60fps vsync = 60fps
60fps low latency = 60fps
120fps = 140fps
unlimited = roflskates 3700

My comp has a 2600k, 16GB RAM and a GTX 670, latest nVidia drivers and I play on an average 60hz monitor. I can leave fullscreen unchecked and play just fine with the low latency setting, but anything else tears out the wazoo and I don't see why fullscreen toggle breaks some of the options.

This means that you have vsync forced off in drivers.

Derp thought I changed that. Mostly fixed now, but 120fps still gives 140. I assume if I had a 120hz monitor that wouldn't happen though.

120fps always does that. Apparently non-vsync frame limiters are very hard to do exactly, so this is the best osu! can do (it also provides a nice buffer so you don't stutter to 119fps and lose a frame)
