This happens like once or twice a week and it kind of started to get on my nerves.. It says loading results but it never loads any and the score is never submitted to global rankings

Restart your modem and router. Make sure nothing osu! related is being blocked in your firewall or by any other AV software you might have installed. help/wiki/Help_Centre#online-features
