Well , Doomsday and I just discuss about the offset.
It always change right ?
Is that what you mean ?
If you notice that , the offset is following the time example , your time is 00:45:123 , your offset gonna be 45123.
Its no biggie.
It still follow the main offset . the main offset at "timing point"
Try to check it at "timing setup panel "

all fixed . no need to change anything.
except you want to put some more circle

The bitrate of this beatmap's audio file is 256kbps. The Official Ranking Submission Criteria post says that the bitrate of the beatmap's audio file should be no lower than 128kbps and no more than 192kbps.
To fix this you have to convert the audio file with any audio converter program :3
