This is the only value that I can find it the moment.
As a (not) novice mania player, I'd suggest avoid scaling scroll speed through BPM at all cost. It makes scroll speed inconsistent throughout every maps, makes it harder to improve.
Also the recommended scroll speed for a long run is 30 in average. Try that value first, then the rest is up to your preference.
