On 24 February 2010 the Metropolitan government submitted a proposed revision to the Ordinance that would restrict sexually provocative depictions of fictional characters who appear to be under 18 years of age, referred to in the bill as "non-existent youths" (非実在青少年, hijitsuzai seishõnen?). The bill received strong opposition from manga creators, the publishing industry, the Writers Guild of Japan and the Japan Federation of Bar Associations, and was rejected by the Metropoiltan Assembly on 16 June 2010

It's not a complete removal, just a censor thing.
They will mark sexual stuff 18+ if it is uncensored, and censor it if they want to reach everyone.

I find it interesting since in Australia a while ago, there was a bill being pushed that banned the use of flat chested women in porn magazines believing that it was similar enough to child pornography in order to be considered illegal. However I believe it their plea was used as toilet paper, although it wouldn't surprise me if an issue about the appearance of girls in anime would rise in Australia as well sometime in the future.

I know someone who's almost 18 and it really flat chested.
But she's tall so no loli status for her.

as you know im not really a huge fan of the loli craze myself, but creating laws to limit imagination can only end up hurting more than helping. as with everything once a law is passed will it be abused and used just to destroy a industry. japan should be helping the industry within this time of crisis, not trying to destroy parts of culturewhat define japan from other country's (the more seedy parts of a culture are normally what are remembered most unfortunately).

there is better ways to try and change how an industry works than pretty much trying to kill the imagination it runs from, with the backlash what has been happening lately from japan it also shows how much of a bad idea this is in the long term.

in short, i can understand the merit behind such a change, but i do think it is being done in the wrong way and all japan is gonna end up doing is creating a lot more disorder in the industry rather than improving it

Basically I agree with what jericho said. Do you need to censor? Perhaps, but not in a way that would ruin a very big industry.
