Design Tab: Remove "Set Background Color", add Beat Snap Div

With beatmaps now requiring backgrounds, there's really almost no point in Setting a Background Color anymore.

Switching Beat Snap Divisors however is something I find myself frequently doing while using the SBE.

I sometimes set a background colour since on song select when you pick a map the background colour fades into the background, and it's nice if that colour fits

Adding grid snap I agree with though

There's just no space to fit the Beat Snap Divisor scroll anywhere anymore though, which is why I proposed that Set BG Color be removed just for it

Unless of course people can think of a better alternative

It could be removed from the design tab but kept in song setup, I guess :P
