Executive part has been added, jury system and ability to appeal a case in OTCourt has been added.
That's really that, now I'll just be waiting for your input!

A. Concerning the citizen rights and legislative power.

I. The people shall practice their legislative powers through the OTParliament, wherein the representatives being voted for are voted through free elections for which each individual's vote shall be classified as secret. The denizens of OT have the right to rule over local and personal threads as they see fit, as long as the reign does not conflict with the instructions provided by the constitution or law.

I.b. The denizens shall also elect one representative which shall act as president, and serve as chief in command and head of state.

II. Elections shall be held each year, where the president may serve for a maximum of two consecutive terms. A term shall last for one year.

X. In cases where the OTParliament are unable to decide upon an action, the President's vote shall count as two votes.

XIII.a. Presentations of new laws, changing of laws or absolving of laws must be done in the OTParliament through gifs or memes, either from a representative or a denizen.

XIII.d. Between each review, there must be at least three new threads.

XIV. If the OTParliament accepts the law, it shall be sent onwards to the president which chooses whether or not he or she will bump the law, integrating it into OTLaw.

XV.a The judicial system shall consist of the OTCourt and osu!staff team respectively.

XV.b The OTCourt shall consist of one official judge, supported by one independent assistant judge, whom shall act as consulting support. The assistant judge has no bearing on the case's end result.

XV.c The OTCourt shall be appointed by the OTParliament.

XV.d If no judge is available, the OTParliament may appoint a temporary denizen to oversee the trial. The temporary judge may only remain judge for the case they have been chosen for.

XVI.b The jury's duty is to decide upon whether or not a person is guilty in the offences they have been charged with, considering only the facts of the case and directions of the judge.

XIX. The results of cases brought up in OTCourt can not be appealed, unless:
a) There is sufficient new evidence in the case to alter the nature of the original case.
b) Judges are proven to be partial in the case, whereupon the accused can request another judge to fill in should they wish.
c) The court case in question hasn't followed proper court proceedings.
d) The court case in question hasn't been conducted in accordance with law.
In these exemptions, there shall be held a new court case at the earliest permissable time, whereupon the judging of the new case shall be final.

XX. Court cases shall rely on voluntary work of denizens to fill in specific roles except for the judge - which will be designated by the OT!Parliament. The judge may also be a denizen in cases where a temporary judge is appointed.

XXI. All members present at the time of the court case's start shall be briefed on the nature of the case in question, and shall hear opening statements from both the defendants and prosecution.

Well, I don't have any particular points of contention. These points seem pretty reasonable.

There's one quick thing, though.

XXXVII - This has yet to be done. Then again, once the constitution is finalized, I could swear my oath to uphold the duties of office and the preservation of the OT!Constitution.

So what happens if most of OTParliament decides to abstain from decision making, effectively making one person the deciding factor in all decisions? Either due to being paid out OTCoins or some other reason?

I'd suggest that members of parliament receive a decent salary to discourage that, and also that it be illegal for members of parliament to receive monetary or other substantial gifts from companies or individuals. First part of that can be put into the constitution, second part should be put down in law

Although, I could put in a point about how a vote has to be redone if too many people abstain from voting.

Common practice in landsmeets and so on is to first redo the vote while encouraging abstaining voters to decide upon yes or no. Some organisations remove the option to abstain if there are still too many abstaining voters to decide, but personally, I find that to be tad unnecessary

XI.b. After the idea has been suggested, the representatives shall review the law and either give it a Royal Society stamp of approval or condemn it to shitposting hell to be locked.

XI.c. The review shall last for no more than 50 relevant, non-shitposting, replies.

XI.d. If the suggestion is condemned, it shall be reviewed once more with lower standards whilst provided with constructive criticism. This review shall last for no more than 25 relevant non-shitposting replies. If the law remains shit, it shall be locked and ignored. If it becomes better after the criticism, the OTParliament may vote over it once more.

XI.e. Between each review, there must be at least three new threads.

XII. If the OTParliament accepts the law, it shall be sent onwards to the president which chooses whether or not he or she will bump the law, integrating it into OTLaw.

B. Concerning the judicial system

XIII.a The judicial system shall consist of the OTCourt and osu!staff team respectively.

XIII.b In cases brought to the attention of the court, the OTCourt has the right and duty to check that any actions taken by the government regarding the matter, doesn't conflict with the constitution.

XIII.c The OTCourt shall consist of one official judge, supported by one independent assistant judge, whom shall act as consulting support. The assistant judge has no bearing on the case's end result.

XIII.d The OTCourt shall be appointed by the OTParliament.

XIII.e If no judge is available, the OTParliament may appoint a temporary denizen to oversee the trial. The temporary judge may only remain judge for the case they have been chosen for.

XIV.a The OTCourt shall also have a jury consisting of three people in criminal cases.
XIV.b The jury's duty is to decide upon whether or not a person is guilty in the offences they have been charged with, considering only the facts of the case and directions of the judge.
XIV.c The jury has no right to interpret law, and shall only give their answer in the form of "ye" or "nah"
XIV.d To be charged guilty, the jury has to vote as a majority, meaning the vote has to at least be 2 to 1.
XIV.e The jury has no role in sentencing.
XIV.f The jury shall remain impartial and independent.
XIV.g The jury shall remain uninfluenced by any person who is not a member of the jury.
XIV.h Jury members shall remain as jury for the entirety of the case, and shall be held in contempt of court should they leave.

XV. The OTCourt's duty is to fairly judge disputes amongst denizens of OT in accordance to law and make sure that punishment is dealt should it be necessary.

XVI. In cases brought to the attention of the court, the OTCourt has the right and duty to check that any actions taken by the government regarding the matter, doesn't conflict with the constitution.

XVII. The results of cases brought up in OTCourt can not be appealed, unless:
a) There is sufficient new evidence in the case to alter the nature of the original case.
b) Judges are proven to be partial in the case, whereupon the accused can request another judge to fill in should they wish.
c) The court case in question hasn't followed proper court proceedings.
d) The court case in question hasn't been conducted in accordance with law.
In these exemptions, there shall be held a new court case at the earliest permissable time, whereupon the judging of the new case shall be final, unless found eligble for point XVIII.

XVIII. Should an appealed case be found eligible for the aforementioned exemptions, the case shall be judged void, and all charges dropped, whereupon any charges, old or new, must be filed in a new court case.

XIX. Court cases shall rely on voluntary work of denizens to fill in specific roles except for the judge - which will be designated by the OT!Parliament. The judge may also be a denizen in cases where a temporary judge is appointed.

XX. All members present at the time of the court case's start shall be briefed on the nature of the case in question, and shall hear opening statements from both the defendants and prosecution.

XXI. Court Proceedings shall follow the pattern of OT Court II.

C. Forum visitor rights

XXII. The OTParliament and all its associated departments and agencies shall respect and protect the forum visitor rights as stated in the Constitution.

XXIII.a Every forum visitor has the right to lurk. None may be excluded from lurking in the forums.

XXIII.b Every forum visitor has the right to post, edit, or delete on the forums, except in court cases where editing or deleting posts shall count as contempt of court. The denizen shall remain responsible for the ensuing chaos.

XXIII.c None may be exposed to unjust ridicule, exclusion, bullying or other humiliating or otherwise uncool behaviour in accordance with osu!rules stated in

XXIII.d The government shall protect these basic rights and fight injustice.

XXIV.a None may be exiled, bwoah'ed, silenced or shunned other than in the cases where rules have been broken. The punishment must be necessary and serve a purpose.

XXIV.b The accused shall, as permissable, be tried in OTCourt.

XXIV.c Those who have unjustly exiled, bwoah'ed, silenced or shunned a denizen shall be held responsible for such.

XXV.a None may be judged if not by law, and none may be punished if not in accordance with a verdict.

XXV.b All have the right to be considered innocent until proven otherwise.

XXVI. No law may have retroactive effect.

XXVII. All are equal to the law. No forum visitor may be victim of unjust or unreasonable discrimination in the eyes of law.

XXVIII. All have freedom of expression. None may be held legally responsible for sharing or receiving information, ideas or messages unless not defendable when held up to the core principles of seeking truth, democracy and the free forming of a denizen's opinions.

XXIX.a All have the right to create, join and opt out of unions and other groups.

XXIX.b All may participate in peaceful demonstrations or discussions.

XXIX.c The government does not have the right to use military might against denizens, unless an assembly threatens peace and before the authorities have given a warning in advance.

XXX. All have the right to privacy.

XXXI. All have the right to their property. The government or other denizens may not take personal property if not in accordance with law.

XXXII. All who legally lurk on the forums have the right of free passage within. None may be denied of leaving the forums, unless required for court proceedings. Denizens may not be denied entry into OT.

D. Concerning the executive power and duties of the president

XXXIII. The executive power shall lie with the President of OT. The president shall hold office during the term of one year, of which he must be elected for.

XXXIV. No person who has not been a denizen, per the requirements of the royal society, for a minimum of three months, may be chosen president.

XXXV. In case of the removal, death, resignation, or inability to perform duties of the President, the OTParliament may appoint an officer who shall act as president until the inability is removed or a new president is elected.

XXXVI. Before entering office, the President shall swear the following oath: "I solemnly swear that I will rightfully execute the Office of President of OT, and will to the best of my ability, preserve, protect and defend the OTConstitution."

XXXVII. The president shall act, and perform the duties related to the role as:
a) Chief of State
b) Chief executive
c) Chief administrator
d) Chief diplomat
e) Commander in chief
f) Chief legislator
g) Chief of party
h) Chief citizen

XXXVII. The president shall at the start and end of his term, give a speech adressing the State of OT, and reccommend to the OTParliament what to do.

XXXVIII. The President, and all other civil officers of OT, shall be removed from office on conviction of high crimes and misdemeanors

Notice

Denizens of OT, the OTConstitution has been approved and is pending finalization. The OT Royal Society has created a temporary governing body consisting of 4 members, President Achromalia, me, and another two other anonymous members, to work out the details of the soon to be historic day. A ceremony is in the works to celebrate the finalization of the OTConstitution, and the rough details of it are as follows. One member of the OTGovernment will make a speech followed by a speech from President Achromalia. Then the events shall proceed to a ribbon cutting ceremony, and the oath will be taken. Finally, the OTConstitution will be officially posted in its own thread and take effect.

Following the ceremony, elections will be organized for four members of OTParliament. Once the elections are over, the OTParliament shall work to create the legislature that will run OT.
