Problem Details:
I can't upload any gif avatar (I saw this is allowed here https://osu.ppy.sh/forum/p/5214535)

convert your gif to apng, be aware that you must still fit into the size and res limits

For mine to work I had to scale down to 128x128 and under 88kb iirc
