I have a latency problem. I would log on and everything would be fine and then my ms would go from 1 to 23ms. I tried reinstalling and all YT vids that I could find. Any suggestions? I haven't been able to play osu! for a week.

Try these settings in Nvidia Control panel:
-Power management mode: Prefer maximum performance.
-Shader Cache: Off
-Vertical Sync: Off

Oh and use High Performance as your power plan. If you are using a laptop, plug in the charger.
Those worked for me.
