Problem Details: I update win7 to win10 and i have lag cursor in windowed mode, but on win7 in windowed mode i don't have some problems with this. This is mayby input lag, but i'm not sure, in game i have 60hz and 0,40-1.8ms.
And i'm trying played in full screen 1600x900 with Letterboxing this is fix problem, but create new (screenshot) and this is all song, i mean hit error all song in left side, i will repeat on win7 in windowed mod i don't have this problem. On screenshot 2, you can see mouse settings, in windows 6/11.

Sorry for bad english

Make sure you know Xbox video capture/Game DVR disabled along with any other new Xbox stuff that might have been added to Windows 10.

If you were using a non-aero theme while on Windows 7, you are definitely going to see more input lag on Windows 10.

As far as I know, Windows 10 has more issues with input lag than Windows 7. They are different operating systems and they each have their own quirks and drawbacks. Your best bet is to just stick with fullscreen letterboxing if that fixes the issue.

The reason all of your hits are on the left side of the error bar is most likely because you have become used to playing with lag. Without lag you are hitting early, and as you get used to playing like this you should start seeing this return to normal.
