osu! version: 20171106.5 (latest)
Right click on osu on your desktop and click "Run as administrator"
if not, check task manager to see if osu is already running, if so, click on it than click "end task"
or you can try force start osu through command prompt by tryping "start (not sure what program to launch have to get back to you on that)
if all fails, try restarting your pc and if that fails, reinstall osu.
EDIT: osu files should be stored in C:\Users\(your computer username)\AppData\Local\osu!\osu!.exe by default; to force start it via command prompt type "start C:\Users\(your computer username)\AppData\Local\osu!\osu!.exe"
