Problem Details:
Infinite update loop problem.
Game is stuck downloading 17 files every load and forces an update.
Steps taken from previous support questions from other users with same issue:
1) Downloaded latest installer from link provided here > https://m1.ppy.sh/r/osu!install.exe
Run installer and point towards osu directory.
Result: No Change
2) Downloaded latest installer, same as the first step, rename it and replace the osu executable
Result: No Change
3) Remove osu!.cfg and attempt repair, set the branch to stable if it isn't already set to this and re-install with the same instructions from previous step
Result: No Change
4) Deleted entire osu directory and performed what I believe
Result: No Change
5) Attempted to use the cutting edge branch
Result: No Change
Review of log files show that the application keeps detecting the following files as changed and also are cached
avcodec-51.dll: CHANGED (cached)
avformat-52.dll: CHANGED (cached)
avutil-49.dll: CHANGED (cached)
bass.dll: CHANGED (cached)
bass_fx.dll: CHANGED (cached)

Additionally, if I have saved password details, the application will cut off at the 7th file and launch the updater window after closing the game. Effectively creating an infinite, unending update loop that can only be exited by timing the key combination alt-F4 or task killing the process.
