When you practice hitting circles, your brain sends a set of instructions to your hand based on where it sees the circle on the screen. Then if those instructions lead you to hit the circle, the instructions will be "reinforced" in the brain, so your brain is more likely to send those instructions again the next time a similar situation appears. But if those instructions lead you to miss the circle, those instructions will be "punished" in the brain, so your brain is less likely to use them the next time.
Learning is a combination of negative and positive reinforcement of instructions from the brain. If you play maps where you only miss 0.1 % of the circles, you're almost never getting negative reinforcement, and thus you're cutting out half of the learning process. I'm not sure if this makes learning aim less efficient, but it seems somewhat likely. So when I practice aim, I often play maps where I hit maybe 70 % of the time, and sometimes maps where I hit almost as few as 50 % of the circles.
