Problem Details:
My osu is not playable at the moment because the game will stutter making it impossible to stay on beat. Please help.

Make sure you've unlimited FPS turned on (F7) and you've turned on fullscreen. You can try to enable compatibility mode too.

All of these are on and the problem still exists.

try run osu from SSD ?
and use HDD for song location u can change in yourname.cfg

The easiest way to fix the stuttering is to restart osu! or reboot your system in second instance.
EDIT: I just noticed your Input Latency is very high. Try to fix this by enabling "reduce dropped frames" in the settings menu and right under that, you should enable that osu! can detect performance issues. Maybe that will help.
