Blissful told me to put it like that because the stacking on 00:45:480 (1,2,3,4) looks odd on test mode when aligned with 00:45:244 (11)

oh well moved stack leniency so it is the same as other difficulties and turned grid snap off on that part I mentioned (looks bad in editor but works in test)
So I guess fixed?

Really unsure about this timing you need to ask some one that is good with multi offsets but I think this is wrong the ranked gang-plank doesn't have nearly as many offset changes

try that out, mess with it abit if you need, but i think thats all the timing points your gonna need

you will need to do alot of work to the maps once the timing is fully fixed

Just had a quick look at that timing. Most of it sounds just fine, except the part where it speeds up:

at 00:15:919, the melody goes off slightly. So you'll need another red section with +10 offset:
BPM: 111.00, Offset: 15,929

And at 00:20:253, it speeds up slightly, to 112.50, so another red section:
BPM: 112.50, Offset: 20,253

Add that in, and it should be spot on.

I played the songs...

Both the spacing AND the notesplacements seemed perfect
generally i liked the song O_o (Especially the donkey Kong animation in the break near the end)

seems ok for me
