You become able to cursor dance when your aim is good enough so i dont think that a bad player is able to cursor dance to start with.

I sometimes cursor dance during warm-ups and while doing really easy maps, or just particularly easy parts of maps, and lastly whenever you've fucked up a map about 50 times in a row and can't even be bothered to reset anymore.
However, don't try cursor dancing on any serious play, nothing more embarrassing than missing an SS because you tried to be fancy about it

Your problem is that you're looking at it the wrong way. You shouldn't view it as cursor dancing, you should view it as spankin' dem circles!
