Why is it that the round of 12/16 is best of 9 but the quarter finals are best of 5?

I meant to say that they are both best of 9 which is first to 5 so I got it mixed up lol, thanks for noticing I'll change it.

No you would have to wait until I opened it up to players up to 35k but there's a possibility that I won't need to, it's only if we don't have 12 teams by January first or the new year that I would open it up to players up till that rank.
So what happens if I register above 40k and in the time before the tournament I drop below 40k?
