Timing Help!

I'm a great mapper but I suck at setting the BPM of the song.

Any tips for timing the BPM?

QUESTIONS
-What is the ''Offset"
-Why is a inheriting timing section different then a regualr timing section?

I need some tips the wiki is a bit to confusing for me.

Offset: The timelag between your visual representation of the circles on screen and your computer's audio.

Inherited timing sections do not reset the offset or downbeats. They inherit the BPM of the previous section but still allow you to customize hitounds and slider velocity.
