Umi & Chi-chan are similar in appearance but their personalities aren't that close. Also, she has the voice and soul of Suzuko Mimori.

I've always found both of them to be quite conservative in their behaviour often needing a helpful push to drive them into action. What stark differences are you thinking of?
Edit: I also place them in similar roles; The voice of reason and feigned maturity.
Chi-chan is far more withdrawn than Umi is, she also has a darker, broodier personality. Umi is more colorful while Chihaya is more subdued. Their personalities are similar but not so much that I would call them clones of one another.
By your description, everyone's birthday is pretty much just "flavor text." There's nothing intrinsically particular or special about the date you were born, but that's not what birthdays are about. No matter what day the person was born, what's important is that you care about the person/character in some way, the birthday is just a excuse to celebrate that person's existence in the world. I want to celebrate Umi's existence in the world because I am fond of her, therefore I will use her birthday as a excuse to shower her more attention that I normally would, because I can and I want to.
