let's look a little more in depth at your options
1. grind your pen nub into dust with negligible improvements to aim

It's up to personal preference. I personally hover, but I keep my fingers on the tablet, so I would say it's a combination of both dragging and hovering.
With dragging, you have better aim, and snapping to notes quickly would be easier that hovering.
Most pro players hover, since it offers more mobility, and you can move your cursor faster. So it's kind of a trade off, speed, or stability and aim?
