You might need to rename these difficulties to something standard if you want it to be ranked. Look here: t/187555

Timing = try 128.00 offset 468 (this sets the downbeat in the right place)
Shouldn't be using 1/16, 1/8 or 1/4 is fine

[Ultra]
In general, you should be trying to divide combos in similar sections the same way. For example, 00:15:487 (1,2,3,4) - compared to 00:17:362 (1,2,3,4,5,6) - . This applies for all difficulties

You should be using the same distance snap throughout the whole song for a normal.

00:45:482 (1,2,3,4,5,6) - distance is too close
01:12:197 (4,5,6) - too close
01:34:693 (3,4,1,2,3,4) - too close
01:41:255 (3,4,5) - too close
02:00:470 (1,1,1,1,1,1,1,2) - i suggest divide these combos every 4 notes

INFO: All the suggestions above has been followed. However, this caused major changes regarding to Hard and Normal difficulties, and a second modding will be required to finalize the changes made.
