From what I've seen personally, osu offset != offset from pretty much any audio editor software.
I'm not sure why this is, but it doesn't seem like you can't use things like Audacity to tell you what the offset should be (otherwise timing would be way too conveniently easy).
EDIT: Actually I have no idea what you're doing orz so maybe you're right. How are you getting 16 ms?

16ms later or earlier offset can still be tolerated, it's just a 1/10 of a second. Nobody noticed about it anyways, so why don't we just leave it this way.

, for most I wanted to follow the piano cuz to me that was the most beautiful part of the song. Difficulty wasn't the point of this map, I just wanted to capture the beauty of the song in a concise way.I'm kinda late.
