With seeing the Normal Chat you can cheat, despite the 3 min delay. At higher elo, people do make plans for the following mins for example, the jungler stating a gank on top, warding for mid, buying oracle and grouping for drag. The very last things could easily happen 3 mins after his statement.
Also for laning plans in bot, if the supporter immediately after gae-begin states, that he wants to go aggressive at lvl 2/3.
