[Archived] Random Frame Time Spikes

I am having a strange Frame Time spike issue that has popped up in the past few weeks.

Randomly while I am playing, or even watching a replay in game, my frame time will spike from around 0.4ms to 4ms causing frame drops. Even the most minor of cases can affect game play while the major case makes it nearly unplayable.

Enabling "reduce dropped frames" *seems* to reduce the frequency but I am not sure if it is placebo or not at this point. I have Superfetch disabled, deleted osu.db, reinstalled, closed all other programs but osu, adjusted nvidia settings, and adjusted priority in task manager to no avail. Any help would be appreciated.

The affect on gameplay isn't as noticeable in the video but I can assure you that it is there when played.
