[duplicate] pen tablet lags while hovering but not while dragging

i just bought a new tablet and the cursor lags while i hover but not while i drag (by lag i don't mean input lag) does anyone know how to solve this? i also don't have windows ink on btw

Edit: it only lags while playing osu so not on my desktop

osu! version: Stable 20181118.3 (latest)
