Uh this looks like a very old updater. Please get a new copy of osu! from the download page, install it (do not put it in the osu! folder) and optionally move over your skins/songs/config to the newly installed osu! folder.

This is the problem i try to install the new osu! patch at this computer with different folder path still can't install it and of course already restart pc too.

That's a really old installer. Don't use it.

Download the latest installer again, move it into your osu! folder (contrary to what Flanster said, I know) and rename it to just "osu!". Don't include the .exe part because it looks like you don't have file extensions enabled. If you include "exe" the file will technically be "osu!.exe.exe".

************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

<configuration>
<system.windows.forms jitDebugging="true" />
</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box."
