Skin displays default color

Basically that's the problem, it was working fine for the last few hours until now. I pretty sure i have not changed anything.
I made this skin or added elements to it rather to better represent Cookiezi's skin where the cursor and SliderHitcircle are different what i basically did is just take this element of the skin to that adjusted the Hue and such then just pasted it it was working fine when i made it until now yes i do have "ignore beatmap skin" ticked on. I have not actually checked the skin.ini file yet but seeing as those are almost the exact same skin which means they both have the same Skin.ini of them. Thanks for your time!

CTRL+O -> Skin -> Check "Ignore all beatmap skins"

I would suggest you take a moment to actually read the issue at hand. The issue is in the skin.ini, as it contains the default colours for sliders & hitcircles
You're going to be looking for the [Colours] section, and then putting whichever colours you want, using the appropriate RGB values. For example, this section in the Seouless v9 skin you're using is:

Seouless v9
[Colours]
Combo1: 247, 157, 157
Combo2: 224, 177, 252
Combo3: 131, 180, 252
Combo4: 88, 196, 112

SliderBorder: 189, 202, 242
SliderTrackOverride: 26, 29, 31
SpinnerApproachCircle: 255,255,255
MenuGlow: 250, 140, 166

There's also additional features, but none of the following are gameplay related, so it's up to you if you want to use them:

SongSelectActiveText: 255,255,255
SongSelectInactiveText: 160,160,160

InputOverlayText: 74, 137, 222
