This shouldn't need too much explaining: CS4 is the overwhelming standard for maps of almost every difficulty. Changing the starting CS in the setup of a fresh new map would help nudge new mappers in the right direction as far as standard mapping goes.

Changing CS is all down to the mappers choice, you can change the default size of the map in the creation settings. here is one mapper who is known for his cs maps.

You should be able to define the default CS in the game settings
