Nobody looks at the bottom of the screen when playing. Make it possible to change its position like the combo and judge in mania pls

This change is almost certainly not going to take place in the current client as it is feature locked, so bumping it probably won't do much: https://osu.ppy.sh/community/forums/topics/962192

As far as I know, there are already plans to allow for some extra customization of the placement of the hit error bar in lazer as well.
