It's basically an idea similar to the OWC. A race to a certain threshold of PP from 0 PP. Of course the problem here is that we can't have multiple accounts.
Here is were "trial accounts" or maybe specifically named "running accounts" are needed.

These accounts would be automatically deleted after x (maybe 24) hours. This way these accounts can't be problematic in ways why multiaccounts are not allowed in the first place (multiple top rankings from one person, overall ranking still relevant etc.).

Allowing those automatically deleted accounts would also allow casual speedrunning. As for now the only options to speedrun are X maps to FC/SS which is kind of boring because it just emphasize to play the shortest maps available.

The cool thing is that by nature of osu! speedrunning it would evolve all the time because of always expending map pools.

Retarded since maps have fixed time.

Even more retarded when you consider mania. Skill cap there is flat and consistent enough for this to be no fun at all. You can accurately plan out and predict beforehand what maps you need to do, and what your time will be for any amount amount of runs. Those will remain constant since the player will pick most efficient ones given skill level. If you consider ranked, there a handful of maps, so the planning won't take long. If you consider unranked, there are a handful of vibro maps that can give 20k pp per map easy, so the planning will take even less and is straight forward.

This idea might be less retarded (but still retarded) if and when custom rates are implemented. That will cause more searching for the right combination of rates and maps, but it's just a question of settling on the right combination which will take quite a number of runs to find.

Speedrunning is for games that allow free movement or games that can have time improvisation.

Osu! is a different game, that has fixed timing, if everyone would've speedrun, idk, "Who's afraid of the big black" without any mods, then everyone would've get the same time, it's pointless.

It's like putting twins who have the same personalities, energy, everything etc. into a race, pointless.

Fixed timing isn't an issue at all. First of to be an issue the runners would have already figured out the best maps to run.
Again: It would be a run to a certain threshold of PP. Those even if some runners would run the exact same maps it still comes down to acc, fc etc.
Playstyle would also play a role in it.

I didn't consider Taiko, Mania or CTB because I don't play them and have no idea.

And about fixed timings see above. Fixed timings are no issue. It is like routes in for example SM64. It still comes down to to performance.

It's a meme that doesn't need to be extended, hilarious enough the game got its own leaderboars on speedrun.com.
