Problem Details: When I use the scroll wheel to change the volume, I can't seem to find how to get the purple global volume. I have the darker one with master ,effect and music volume.

osu! version: 20170731.2 (latest)

Master is your global volume. The purple volume control has not been used for 2 years. The current one you see on your screen is the correct and there is no way to change it.

Oh, that's odd cause I could still see it on Rafis's streams

I might be wrong though.
