[web] Categories for threads

Looking back in the request of Keyword Tags for Feature Requests, implementing that feature and allowing users to add their own tags will be surely a mess and the staff will not able to handle them all so I take it back and request for a better and manageable feature which is having categories for threads per forum.

What are categories?
A feature to group and filter things depending on the subforum they are located. Take note that this is different from the tags you can currently see such as [resolved]
Each subforum will have a group of category depending on their purpose. For examples:

  • All forums
  1. Announcement (staff only)
  2. Information (staff only)
    I know that we already have the sticky feature but for the sake of getting archived, they will be easier to find when users search for old stuff.

  4. Gameplay
  5. Multiplayer
  6. Skinning
  7. Web (this can replace the web tag)

    Help
  8. Chat
  9. Editor
  10. Gameplay
  11. Multiplayer
  12. Web (replaces the web tag, just like Feature Requests)

  13. Completed
  14. Inactive
  15. Incomplete

    Modding Queues
  16. Open
  17. Closed

Forums will have a category dropdown that shows the available categories (plus how many threads have the category) and selecting them to filter threads, showing only with the same category. Old threads are set to "No category" as default (obviously) unless their thread starters added it.

Category Management
These tools will be provided in the moderator control panel (or the administrator control panel).
If possible, we can add an action to these categories when they are set.

Overall, sorting threads will be easier, no more need for compendiums and things can be automated without the help of a moderator.

Small addition to skinning category to have "legacy" once osu!lazer come out. We never know those completed skins would support new osu!lazer (or move them to inactive?)

Anyway, I think this is good. Having a sorting system would probably makes things easier (define things)

I think the whole Skinning subforum will get replaced by a new one once lazer is good to go while the current subforum gets renamed to a different one.
This probably goes the same for Feature Requests and Help forums.
