Problem Details:
I've seen a player who although he fails, he has 100% accuracy in his stats

If you believe that someone is hacking, report the player on their profile and move on. Don't post about it anywhere on the forums

And the player overall acc is decided based on their top plays, so I don't see why you are worried about it not changing when they fail
