Upskirt
Open up Device Manager, what is under "Display Adapters" as a display device? There may be up to 2 devices, provide both please.

To be clear, I have no real idea what's going on, so the most I can do is recommend that you do what I did when I had a similar issue

Right click on the osu! icon and click on "open file location", then, find the .exe labeled "repair osu!". Once you have this running, configure it so it runs on a different version of the game, be it cutting edge, beta, or whatever you AREN'T currently running. If this works, you'll be able to run osu! and you can roll it back to whatever version you ran on previously in the options menu as usual.
