Do you have any detail settings enabled? 
Try disabling them and making sure other programs are not open.

Does this only happens inside osu? If you're using a tablet you might need to install a different driver, make sure you're not running any other applications, and double check that osu! is up to date.

Nope but I just deleted a certain beatmap and the problem disappeared.
The map is known for causing lots of lag.

Well... Glad that's resolved. 
The usual suspects for a map to lag a ton could be because there's a video playing or there's a high-quality storyboard. For those, you can disable those with the display options that appear when you select the map (or pause). No biggie.
Some maps though, like Centipede, just lag the whole game up. Those are lost causes.
