So I'll try to start making a beatmap and I can put down the first circle but when I try to put down another my first one just moves to where I tried to put my second one.

It's because you are trying to place a note on the same tick. Use the scroll-wheel to advance on the tick timeline. You should also prob look up some tutorials on how to beatmap as well.
