How to make this :?

I guess Skystar used SGL Tool (https://osu.ppy.sh/forum/t/118733) to make this.

You can't make spectrum with SGL since it doesn't read external files. You could try working with Java for example

For absolute newbies, NetBeans for Java does have the Audio Spectrum in some library. Editing it a little and getting data from this shouldn't be that hard then.

Yeah, you can make it using this way, or as I said above (I did not want to say 'library', but doesn't matter now): http://puu.sh/lo2t5/b8cfdb6848.png
Getting data from that shouldn't be hard at all and doesn't really need studying FFT :)
