Problem Details:
The accuracy shown in my profile and banner show a different accuracy than the accuracy displayed in my overall ranking when the game updates my online stats

Overall Ranking =/= your stats

It's normal that they aren't the same.

overall's accuracy dependent on each submitted best online score's accuracy

Basically the accuracy shown in your screenshot is the overall accuracy. It's the avarage accuracy of all personal best scores.

pp's accuracy is dependent on submitted online score's accuracy which is eligible for pp gain.

This is the accuracy on your profile. It's weighted in the same way your top ranks are, meaning that the higher a score is in your rop ranks, the more its accuracy counts towards the accuracy on your profile.
