[resolved] [confirmed] Missing IRC topics for few channels

Problem Details:
Not that a big issue, but it could be fixed. 4 channels don't have IRC topics and have no descriptions in the client.

Some just have none. I don't think #english has ever even had one.

But other few language channels don't have description too while all other channels have one.

I've added code to the next bancho release to automatically create topics for such channels.
